Non solo pandemia: anche in questi due anni di emergenza sanitaria lo scenario internazionale ha continuato a evolvere, nel segno di una "grande transizione" che prosegue o, addirittura, accelera. Over ten years after the "Arab Spring", the turmoil that swept across North Africa has taken many forms, bringing about change, although not always in a desirable direction. But the Arab uprisings have also brought about a surprising amount of "more of the same": a decade on, the problems that plagued the region in 2010 have not gone away. This report looks at the future of the region, asking: what will North Africa be in 2030? Which direction could the region as a whole, and specific countries, take, and which challenges will they have to face? And what are the implications for Europe and the US? ISPI. A year and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. The impact of the Covid-19 pandemic with Africa's first economic recession in 25 years and a sharp rise in poverty and debt has created new challenges for the two continents' agenda, highlighting new gaps to address on the way forward. With the European Union-African Union summit scheduled for February 2022, the definition of the new partnership is once again gathering momentum, while both sides are still trying to define common positions. After a decade of popular uprisings and civil wars, the Middle East and North Africa (MENA) region experiences a deep governance crisis. The transformation, weakening or even the collapse of state institutions has changed the security framework, with direct implications for the safety and security of civilian populations across the region. Security Sector Governance and Reform (SSG/R) has to cope with hybridity and institutional fatigue. This report explores the MENA region's governance crises, providing case studies on Libya, Iraq, Tunisia, and Yemen. How can we effectively bring about meaningful SSG/R in hybrid security orders? In which way is "institutionalised insecurity" challenging traditional patterns of governance in vulnerable settings? ISPI. Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. Can the interreligious narrative of human fraternity help to create new inclusive forms of citizenship? How can governments and international organizations better partner with religious leaders and communities to concretely build inclusive societies from the MENA region to Europe? ISPI. Who decides what in Moscow? The answer is not always "Vladimir Putin". However, when explaining Russia's foreign policy, the consolidation of Putin's autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result, many facets of the country's foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin's leadership to assess the influence of different “lobbies” on Russia's foreign policy. One year after reaching Europe, the Covid-19 pandemic has left a profound mark on the Western Balkans. It has exacerbated geopolitical dynamics that had been ongoing for decades. While the EU has continued to be inconclusive, proceeding at a snail's pace with its carrot-and-stick approach, China has seized the opportunity and expanded its footprint. The pandemic has also had major consequences for domestic politics. Local trends can largely be summarised using the terms 'continuity' and 'new hope', with both these notions very much on display in the Balkans and shaping the speed and direction of democratic transitions, which remain far from complete. How has geopolitical competition among the superpowers developed in the Balkans over the last year? What effects has the pandemic had on local democratic standards? In 2020, the way we define "insecurity" has drastically changed. Insecurity can now also be invisible and all around us, in the shape of a virus that disrupts people's lives, upends the economy, subverts the core functions of national governments and jeopardises the foundations of international cooperation.
